Today marks 11 years since Russian opposition leader Boris Nemtsov was gunned down on a bridge in front of the Kremlin. His assassination marked Russia’s final turn from authoritarianism to a full‑scale dictatorship.
Eleven years on, no one beyond a few low‑level perpetrators was brought to justice. The organizers and masterminds of Nemtsov’s murder continue to enjoy impunity and protection from the highest levels of the Russian state — indeed, they are glorified and promoted, as was the case with Ruslan Geremeyev, one of the organizers of the assassination of Boris Nemtsov who participated in the Russian siege of Mariupol in 2022.
The oversight report by the Organization for Security and Cooperation in Europe contained witness testimony pointing to where and when Vladimir Putin gave Ramzan Kadyrov the order to kill Boris Nemtsov. The European Court of Human Rights has ruled that the Russian state has violated Nemtsov’s right to life under Article 2 of the Convention for the Protection of Human Rights and Fundamental Freedoms, and that the official investigation into his murder was “ineffective”.

We call on democratic nations to use relevant legislative mechanisms to sanction individuals involved in the assassination of Boris Nemtsov — as the United States has done in 2019 — and to initiate judicial proceedings under the principle of universal jurisdiction to bring those responsible to account, here and now.
We have no doubt that the day will come when all those involved in the murder of Boris Nemtsov — from the lowest perpetrators to the highest Kremlin mastermind — will face justice according to the law in a democratic Russia. We will do everything in our power to bring this day a little closer.
