Dear Prime Minister,
Free Russia Foundation, a non-profit human rights organization headquartered in Washington, DC, has been greatly concerned about the fate of thousands of Ukrainians who have fled to the U.S. due to the ongoing armed aggression of the Russian Federation. Since the full-scale invasion, many sought temporary protection in the United States but are now facing uncertainty in the American naturalization process. Free Russia Foundation has been an advocate for the peaceful sovereignty of the Ukrainian people and has maintained an office in Kyiv for a decade. As such, we respectfully ask for your consideration to lend a hand when Ukrainians are most in need of your assistance.
As a background, the situation for Ukrainians who fled to the U.S. has become much more difficult with the uncertainty of the status of the Uniting for Ukraine (U4U) program that was suspended by the Trump Administration in January. The program had been a vital lifeline for Ukrainians, granting them humanitarian parole and permission to stay in the United States for two years. As a result of the program’s suspension, thousands of Ukrainians in the U.S. remain without confirmed legal status and with the threat of deportation a concerning part of their everyday lives.
We deeply appreciate Canada’s leadership and efforts to support Ukrainians. The Canada-Ukraine Authorization for Emergency Travel (CUAET) program has provided protection for over 300,000 Ukrainians.
In light of the above, we respectfully urge your assistance in initiating or supporting the establishment of a special mechanism that would allow Ukrainians currently residing in the United States due to the war the ability to relocate to Canada and obtain legal status in your country. Canada has long been recognized for its humanitarian principles and unwavering support for Ukraine. We hope you and your government can help safeguard the lives and dignity of thousands of Ukrainian families in this critical moment.
