Free Russia Foundation nominates candidates to the PACE Platform for Dialogue with Russian democratic forces

Today the Free Russia Foundation nominated its candidates to the Platform for Dialogue with Russian democratic forces at the Parliamentary Assembly of the Council of Europe. The list was submitted to the President of the Assembly, Theodoros Rousopoulos, who will determine the composition of the Platform for subsequent approval by the PACE Bureau.

The following candidates were included on the list:

Today the Free Russia Foundation nominated its candidates to the Platform for Dialogue with Russian democratic forces at the Parliamentary Assembly of the Council of Europe.   • Natalia Arno, Founder and President of the Free Russia Foundation
  • Olga Galkina, Coordinator of Reforum Space Berlin, former Member of the St. Petersburg Legislative Assembly
  • Vladimir Kara-Murza, Vice-President of the Free Russia Foundation, opposition politician, author, historian, former political prisoner, winner of the 2022 Václav Havel Human Rights Prize
  • Vladimir Milov, Vice-President of the Free Russia Foundation, opposition politician, economist, former Deputy Energy Minister of the Russian Federation.
  • Natalia Arno, Founder and President of the Free Russia Foundation
  • Olga Galkina, Coordinator of Reforum Space Berlin, former Member of the St. Petersburg Legislative Assembly
  • Vladimir Kara-Murza, Vice-President of the Free Russia Foundation, opposition politician, author, historian, former political prisoner, winner of the 2022 Václav Havel Human Rights Prize
  • Vladimir Milov, Vice-President of the Free Russia Foundation, opposition politician, economist, former Deputy Energy Minister of the Russian Federation.

In accordance with Article 8.8 of PACE Resolution 2621 (2025) establishing the Platform for Dialogue with Russian democratic forces, all candidates nominated by FRF have signed the Berlin Declaration of Russian democratic forces.

Since 2022, Free Russia Foundation has been engaged in a direct dialogue with the Assembly’s leadership on the establishment of the Platform. We have carried out systematic work within the Parliamentary Assembly of the Council of Europe (PACE), consistently drawing attention to the need for supporting Russian political prisoners, Ukrainian prisoners of war, and civilian hostages since the start of the full-scale war. We hope that the full-fledged representation of Russia’s democratic forces will further strengthen this work.

We strongly believe that the Platform must be transparent and accessible to a broad range of socio-political, civic, and human rights organizations. The Foundation’s team welcomes the public nomination of candidates from across civic initiatives, without which we cannot envision meaningful representation of Russian civil society.

We fully support the following candidates:
